Established as a separate unit on December 2, 1946.
Serves annually over 3 500 users - schoolchildren, students and teachers. Provides access to children's fiction and popular literature, the annual charge for services provided being 2 Lv for schoolchildren up to the 8th form and 5 Lv for all the others.
It has at its disposal 75 000 library items and the annual book circulation is over 80 000.
In the separate two-storey building there is a registration room, three rooms for free accessible literature, a language study, a reading room, an auditorium and stack-rooms.

Services in the free access rooms are differentiated by age groups. Reference, bibliographic and information services aimed at acquainting readers with card-indexes and catalogues, work with reference and bibliographic materials, search of literature on a definite subject, preparation of reports, scholarly essays, etc. are provided in the reading room. Book premieres, meetings and talks with representatives of the artistic and literary circles, festive matinees, quizes, children's exhibitions, etc. are organized in the auditorium.

- An alphabetical catalogue of audio-visual items,
- A subject catalogue of books
- A subject and alphabetical card-index file of articles from periodicals,
- An analytical literary science card-index file of the books in the reading room collection,
- A thematic card-index file of art materials,
- A title card-index file of books published after 1990,
- An alphabetical card-index file of illustrators of children's literature
- A card-index file of adapted and translated into foreign languages fiction
- An illustrated card-index file of children's encyclopedia.
